Troy Besseche, Assistant City Manager for Sugar Hill, has served local government in the functional areas of Engineering, Economic & Community Development, Utility Operations, Capital Projects, Parks & Recreation, and Public Works along with several other responsibilities in his tenure with several metro cities. During his 25 years in the public sector, he has implemented key and innovative solutions to municipal operations, ranging from those in public works services to cable & internet operations to code enforcement.

Drawing on his experience in municipal engineering, operations, and project management, he was instrumental in helping establish one of south Fulton’s first stormwater utilities, working through a comprehensive update to land development standards and zoning ordinances, played a key role in transforming Sugar Hill’s new downtown and leasing up a large mixed-use publicly managed commercial and office space.

Besseche, a forty-year resident of the metro area and Professional Engineer, Georgia Tech alumnus, a graduate of Georgia State, and was among the first graduating classes from Brookwood High School in Gwinnett County. He has served on numerous technical committees at the regional level and participated in shaping the first edition of the Georgia Stormwater Management Manual, protected small system’s interests during the updates to the three District water resource management plans, and was influential in several transportation studies in the south metro area.
