Job Summary
The permit technician is a full time, non-exempt position in the planning & development department. As the point person for the department’s customer relations team, it is the permit technician’s primary role to personally connect with each customer promoting a positive experience from first point of contact through conclusion of each customer’s business with the department. Providing best in class service and hospitality, basic technical assistance, document management and administrative support are the core responsibilities of this position. The permit technician reports to the planning & development director but will often work on assignments cooperatively with other senior staff within the planning & development department.
Core Responsibilities
While the permit technician may receive assignments outside of those responsibilities listed here, he or she will primarily be accountable to:
- Provide best in class customer service and hospitality toward all visitors to the department.
- Give basic technical assistance to the general public and industry professionals on related development requirements and procedures.
- Process a variety of applications, coordinate routing and communications, and track development review processes.
Typical Duties

- Provides a variety of front-desk customer service functions in a pleasant, confident, and courteous manner to foster a welcoming business environment.
- Assists walk-in customers, schedules meetings, answers, and routes phone calls, and responds to electronic mail.
- Processes a variety of application forms related to development, building and zoning services.
- Provides basic zoning, building and related code information to assist applicants with submitting complete and accurate forms.
- Routes applications and documents to appropriate staff, monitors application progress, prepares permits for issuance.
- Coordinates with plan review team to ensure timely and accurate plan checks and issuance of building permits.
- Coordinates with inspection team to ensure timely and efficient inspection scheduling.
- Coordinates with code enforcement team to ensure responsive handling of complaints and related documentation.
- Prepares and mails public hearing notices and other miscellaneous public communications in coordination with department staff.
- Inputs, maintains, and compiles a variety of data related to permitting activity.
- Collects payments, processes invoices, balances daily deposit, runs reports, and maintains accurate records for all transactions.
- Organizes and maintains all project and permit records.
- Organizes and maintains supply of office forms, supplies and equipment.
- Performs a variety of general clerical duties.
- Performs other related duties as assigned.
Essential Competencies
To sufficiently perform the job requirements for the permit technician role, he or she must possess the mental development, interpersonal awareness and technical skills to:
- Speak and write in a pleasant, confident, and courteous manner while assisting customers and coworkers.
- Take phone calls and answer questions pertaining to the building permit and planning process.
- Prioritize a workload under busy conditions and frequent interruptions.
- Communicate effectively verbally and in writing to explain rules and procedures clearly to the public.
- Respond in a calm and effective manner to a variety of demands and personality types.
- Develop excellent rapport with internal coworkers, external customers, business partners and vendors.
- Manage time efficiently and prioritize multiple simultaneous tasks such as greeting walk-in customers while answering in-coming phone calls or organizing files in the office work area.
- Employ and maintain organizational systems to ensure accurate record keeping, timely response to customer inquiries and adherence to mission critical deadlines.
- Solve problems creatively while following established procedural guidelines and policies.
- Proficiently operate Microsoft Office application suite while learning several other computer applications related to permitting, accounting and records management.
Supervisory Controls
The permit technician reports directly to the planning and development director but will often work on assignments collaboratively with other senior staff within the planning & development department. This position does not supervise any employees but will be expected to work in cooperation with all city staff, consultants and customers representing the regulatory and public interest of the city.
Work Environment
While performing the duties of permit technician, the employee primarily works indoors.
Minimum Qualifications
- Graduation from high school or possession of a E.D and
- One of the following experience patterns:
- At least two (2) years of increasingly responsible experience involving extensive public contact in planning, zoning, engineering, architecture, building construction trades or related field. Or
- One (1) year ofrelated experience in a city or
- An associate’s degree or completion of 30 semester units of college education including courses in business administration, public administration, planning and related courses may be substituted for one (1) year of experience. Or
- Any equivalent combination of education and experience.
Licenses and Certifications
- Valid Georgia driver’s license is required.
