2025 LMIG Street Repair/Repaving. On February 6th we received 13 bids to complete pavement repairs and resurfacing on 15 streets. We will be presenting the results along with a recommendation for awarding the construction contract at the March City Council meeting to the low bidder. Work will begin shortly after that and should be completed in the third quarter of 2025.
The 3.1 miles of streets included are:
Highway 20 widening. Georgia DOT has started a project on Highway 20 that consists of widening the road from Buford Highway to Peachtree Industrial Boulevard. This project will also include an enhanced sidewalk along the South side of Hwy 20 that will connect to the Downtown Greenway/ LCI project. It will provide walking trail access to the Buford Highway area from Downtown. They have started the median demolition, Utility relocation and stormwater management portion of the project.
Highway 20 Pedestrian Bridge. Design is complete. The permitting process is also complete, issued by GDOT. The project has been awarded to Ohmshiv Construction, LLC. Notice to proceed was issued November 2024. Utility relocation work is underway as well as moving the E Center monument sign on Highway 20 to the Atlas property. Gwinnett Water will begin moving a fire hydrant this week in conflict with the project. The anticipated completion date is the end of 2025.
PIB East and Spring Hill Sidewalks. We will be advertising soon for a construction partner for construction of sidewalks on the East side of PIB and the South side of Spring Hill Drive. It consists of 1,694 feet of sidewalk on PIB and 588 feet on Spring Hill. It also includes installation of guardrail, a new traffic control loop and stormwater infrastructure. This project should be completed by end of 2025.
Downtown Greenway/LCI Project. The trail connection from Highway 20 at PIB to the downtown bridge and main North-South spine of the greenway is funded by the LCI (Livable Centers Initiative) program administered by Georgia DOT. Since this project is funded by a grant from the Federal Highway Administration via LCI/GDOT, the process is a little different. The design firm was selected in coordination with GDOT. The project will provide an urban greenway connection from PIB/20 to Alton Tucker and then back to Highway 20. The timeline for construction and final alignment will be determined once we have the design finished. A design contract is being finalized with Keck & Wood. Design work is anticipated to be complete by the second quarter of 2026.
Northside Greenway. As part of their developments, Novare Sugar Hill, The Refinery by Prestwick and Hillcrest Landing are constructing segments of the Greenway to the North of Hwy 20 and along Hillcrest Dr. This will consist of a winding segment from Stanley St. through their developments and connecting to the sidewalk on Hillcrest Dr. at Brookdale Dr. Staff recently explored an area north of this to determine the feasibility of winding the trail through the woods to Richland Creek. This proposed alignment looks promising, cost-effective and an efficient route. Design work is now underway with the alignment selected. We also have begun discussions for easements and ROW for the trail. The design phase should be completed in 2025 with bid phase in Q4.
West Broad St Streetscape. Initial design work, public involvement and information gathering has begun on enhancing the streetscapes in downtown. The project will consider various enhancements along W. Broad Street, including parking improvements, pedestrian safety improvements, traffic calming, street lighting, decorative signage, landscaping, street furniture and pedestrian crossing. This is a multi-year project that is in its beginning phases. Final scoping is on the calendar for 2025 with next round of design funding in 2026.
Magical Way Site Improvements. This property was recently acquired by the City. Streetlights and a dumpster pad will be installed as part of the purchase sales agreement, and it will also be part of a sidewalk project connecting that side of Church Street with Level Creek Rd. Concrete block and brick work on the dumpster pad is underway and should be completed next week.
Ridge Lake Park Phase II. Design work has begun to bring solar lighting to the park entrance, a playground area, and future parking improvements. Depending on equipment lead-time, this project is anticipated to be completed in the third quarter of 2025.
Golf Clubhouse Renovations. This project consists of painting, replacing flooring and other renovations to enhance the usability of the Golf Clubhouse. It also adds solar lighting to the parking areas, making the facility safer for after-hours users and twilight golfers. Anticipated completion is summer 2025.
E Center Renovations. Based on user and operational requests, we have started design work on several areas of the E Center. Many of the HVAC units have reached their useful life limits and have become costly to maintain. We are taking advantage of a discount offered by the manufacturer and will replace old units as they age out. Based on user input, our design team is exploring options to provide shading to the promenade and 39th street. This will create a more comfortable environment for citizens during the heat of the summer months. To enhance safety and security, our design team is working on upgrades to the door hardware, egress and life safety pathways and methods to ensure the building can be secured at night and in the event of an emergency. We will be able to determine a delivery schedule once design elements are approved. The project is budgeted in 2025 and 2026 and will be funded from SPLOST sources. Application for Stormwater Hazard Mitigation Grant. We are in the process of applying for grant funds to address some areas of Richland Creek that are being eroded by large storm events and flows. We anticipate using a similar solution to the one recently completed at the bridge in Gary Pirkle Park. We will also seek funding for pipe repairs in the Bent Creek neighborhood. We will have a better idea of the timeline for this project after the grant is awarded. A full presentation is anticipated at the April City Council meeting.
